Located in the southwestern modern United States, the island of San Andreas was discovered by the Spanish Empire in the late 1570s during commissioned explorations of the western coastline of the American continent. By the mid 1700s, permanent colonies had been established on the island. By 1781, the city of Los Santos was founded from the island's pueblos and missions.
In 1821, when Mexico was granted independence from Spain, the San Andreas colonies were largely ignored as a remote island in the Pacific Ocean. In 1823, Blaine County was established. During this period, many Anglo-American settlers established themselves on the island. By 1846, the English-speaking population on the island rivaled that of the Mexican inhabitants.
In 1846, the English-speaking inhabitants rebelled against the Mexican government in the Beaver Flag Revolt. This established the San Andreas Republic. The flag used during the revolt continues to serve as the flag of the State of San Andreas today. The Beaver Flag rebels were shortly thereafter joined by American soldiers who would take control of the island. At the conclusion of the Mexican-American War (1846-1848), the San Andreas Republic was ceded to the United States alongside half of Mexican territory.
Three years later, the San Andreas Republic joined the Union as the State of San Andreas on 20 February 1851. On that same day, the Constitution of the State of San Andreas was assented by the Governor of San Andreas, Samuel Griffin. The State of San Andreas is the 31st state to enter the Union.
The island of San Andreas is divided into two counties: Los Santos County and Blaine County. The island's counties are divided by latitude with Los Santos County in the south and Blaine County in the north. Almost the entirety of the County of Los Santos is occupied by the City of Los Santos, while Blaine County is divided into several smaller towns, villages and unincorporated areas.
The San Andreas State Senate divides the island into thirteen districts of roughly equal population. The state and federal governments reserves some areas that are controlled separately from the Counties and Districts. For example, the Los Santos International Airport and the Port of South Los Santos are administered by the state government. Similarly, Fort Zancudo is administered by the federal government through the Department of Defense.
